Abstract: Recently, with the introduction of the “Twelfth Five-Year” industrial plan, the “Twelfth Five-Year” related documents of the equipment manufacturing industry have also been released. Looking at these guidelines and plans, they cover a wide range but all reveal similar signals: The cost advantage of China's manufacturing industry will no longer be an advantage. The potential for technological advantages is huge. With the marginal benefits of R&D and investment in science and technology, capital-intensive and technology-intensive industries are facing rapid development opportunities, and technological advantages have replaced cost advantages in a timely manner and have dominated.

For a long time, the basic mechanical parts and components represented by fasteners are not only the basic industries of China's equipment manufacturing industry, but also are important foundations for various fields of national economic construction. During the “Twelfth Five-Year Plan” period, the industry must rely on new advantages such as technological progress, quality improvement, and product cost-effectiveness to achieve sustainable development while maintaining some of its cost advantages.

The uneven size of the fastener industry in China has always existed. Considering the long-term development of the fastener industry, the industry should focus on the large-scale development of fastener companies and seek development. On the one hand, in strict accordance with the requirements of the “Large Press” of the country, we must forcefully ban and shut down small electroplating, consolidate and rectify effective measures such as the discharge of waste acid or acid-containing waste water, and phase out the production mode and backward production process, technology and equipment of the family workshop. To achieve the "faster scale, reduce pollution, improve efficiency, save resources and advance quality", the fastener industry has developed in the direction of science. On the other hand, it actively implements evacuation measures to help enterprises that have changed their production and convert their production to those that do not meet the requirements of environmental protection and to encourage enterprises to become bigger and stronger. In accordance with the working principle of "Strengthening the model, taking the point and the surface, and advancing as a whole," projects that do not conform to industrial policies and environmental protection requirements will be resolutely rejected as long as they fail to pass the project as demonstrated by experts. While strictly implementing the first approval right of environmental protection, it actively introduces and supports those fastener projects with high technological content, good economic returns, low energy consumption, and low environmental pollution, and earnestly implements one-time notification, follow-up service, and timely approval. And other service commitments.

In this regard, experts believe that the domestic fastener industry enterprises should correctly understand the development opportunities brought about by the “Twelfth Five-Year” environmental protection plan, constantly enhance the awareness of the overall environmental protection, and continuously improve the development of technology, research and development, production capacity and services, etc. At the same level, it will increase R&D investment in the new environmental protection function of fasteners, open up more space for development in the new environmental protection field with high-quality products and perfect services, and strive to realize the green transformation of fasteners as soon as possible.
