2014 Beijing four pollutant emission reduction over-completed indicators

On February 11th, it was learned from the Beijing Municipal Environmental Protection Bureau that in 2014, the city’s four major pollutants, including sulfur dioxide and nitrogen oxides, exceeded the annual emission reduction targets issued by the state, with the largest reduction in sulfur dioxide emissions, being 9.35%. In addition, the reporter learned that the city will disclose 126 air pollution monitoring information to the public before the end of this year.

According to reports, Beijing is one of the four self-examined provinces and cities that have been identified by the country for verification of pollution reduction in 2014. In 2014, the country issued emission reduction targets for sulfur dioxide, nitrogen oxides, chemical oxygen demand, and ammonia nitrogen to Beijing. The emission reductions were 5%, 5%, 2%, and 2% respectively. Through one year of emission reduction, the above four major pollutants in Beijing were reduced by 9.35%, 9.24%, 5.40%, and 3.82%, respectively, over the previous year, exceeding the annual emission reduction targets.

Municipal Environmental Protection Bureau staff told the author that sulfur dioxide, nitrogen oxides and other pollution can be converted into fine particulate PM2.5 under certain conditions. The city has drastically reduced the emissions of two pollutants through measures such as controlling emissions from coal combustion and motor vehicles. The Municipal Environmental Protection Bureau Monitoring Office said that before the end of June this year, Beijing will also complete the disclosure of 34 household garbage disposal and hazardous waste disposal units, and will complete the disclosure of monitoring information for 126 air pollutant emission units by the end of December.

In the process of air pollution control, Beijing has further increased the transparency of its pollution monitoring information and accepted public supervision. Since September 2014, 187 key pollution discharge units and listed companies in the city have implemented self-monitoring and monitoring information disclosure in public. At present, 27 key pollution discharge units and listed companies have completed the layout of the information disclosure webpage, and have publicized the company's self-monitoring work plan, basic business conditions, self-monitoring results, and other information for public inquiry and supervision.
