Xie Zhenhua: Since the “Eleventh Five-Year Plan”, all regions and departments have made energy-saving and emission-reduction the key to promoting scientific development. They have strengthened target responsibility, adjusted industrial structure, implemented key projects, promoted technological progress, strengthened policy incentives, and strengthened supervision. Management, launching a series of policies and measures such as the national action, made important progress in energy conservation and emission reduction. It should be said that China's energy conservation and emission reduction efforts are rare in the world, and its effectiveness ranks among the top countries in the world. It has also received widespread praise from the international community.

In the first quarter of this year, due to strong demand for high-energy-consuming products, the high-energy-consuming industries grew rapidly, some backward production capacity resurfaced, and energy demand increased substantially. The energy consumption of GDP in 12 regional units nationwide increased; electricity, steel, non-ferrous metals, building materials, Six high-energy-consuming industries such as petrochemicals and chemicals increased by 19.6%, an increase of 17.3% year-on-year. After preliminary calculation, the energy consumption per unit of GDP in the country rose by 3.2%.

Under this severe situation, the Party Central Committee and the State Council reviewed the situation and made decisive decisions, demanding that further efforts be made to ensure the realization of the “Eleventh Five-Year” energy-saving and emission-reduction goals. Premier Wen Jiabao presided over the executive meeting of the State Council and the State Council's video-phone conference on energy-saving and emission reduction work to deploy energy-saving and emission-reduction work. Energy-saving and emission reduction situation has improved

Q: The situation of energy conservation and emission reduction is good, but what are the tough challenges that need to be tackled?

Xie Zhenhua: In the country's further increase in energy-saving emission reduction policies and measures, since May, the growth rate of production of high-energy-consuming industries has declined significantly. In May, the production of the six high-energy-consuming industries increased by 15.8% year-on-year, with the growth rate falling by 2.1 percentage points from that in April and lower than the growth rate of industries above designated size in the country. From the perspective of the output of major energy-consuming products, production output of most products such as thermal power, steel, non-ferrous metals, coke, and caustic soda declined, except for a few products such as cement and ethylene that continued to accelerate growth. From a regional point of view, the growth rate of high-energy-consuming industries in 24 provinces (autonomous regions and municipalities) has declined since April. From these circumstances, the effect of the policy has initially appeared, and the energy conservation and emission reduction situation has improved.

Although the situation of energy conservation and emission reduction has improved from the first quarter, there are still some difficulties and problems.

First, the task is heavy. The completion schedule of the first four years of the “Eleventh Five-Year Plan” lags behind the schedule requirements. In addition, with the increase in the intensity of energy consumption in the first quarter, the second half of the year will not only complete the original mission, but also make up for the previous gap. The task is arduous. The second is tight time. At present, it is only six months or more from the end of the year. With the huge inertia of economic development and the time taken for the implementation of policy measures, it will be very urgent. Third, although the growth rate of high-energy-consuming industries has declined, it is still growing at a high level. Fourth, the growth rate of high-energy-consuming industries in some areas has continued to accelerate, and the growth rate in individual regions has reached more than 30%.

Strengthen Energy Conservation Supervision in Key Regions

Q: In the first quarter, the energy consumption per unit area of ​​12 regions in the country increased. In May, high-energy-consuming industries in some areas still accelerated their growth. What measures will be taken to address these areas?

Xie Zhenhua: Strengthening energy-saving supervision in key areas is one of the important means to achieve the “Eleventh Five-Year” energy-saving goal. The key areas mainly include three kinds of situations: First, five areas such as Hainan, Guizhou, Ningxia, Qinghai, and Xinjiang, where it is difficult to accomplish energy saving goals; Second, Hebei, Liaoning, Jiangsu, Shandong, and Henan, where energy consumption is relatively large, Guangdong and other six regions; Third, Sichuan, Guangxi, and Shanxi, where energy consumption has grown too fast.

For provinces (autonomous regions and municipalities) identified as key regions, it is necessary to strengthen follow-up analysis of the energy conservation situation, and urge key regions to track and monitor the energy consumption reduction rate, total energy consumption, and high energy-consuming industries in their respective regional units. , high energy-consuming product output and other indicators.

The second is to carry out special inspections of energy conservation and emission reduction. In the third quarter, the State Council will form an inspection team to inspect and implement the State Council's implementation of the State Council's energy-saving emission reduction video conference and the State Council No. 12 document mentality, and distinguish between different situations and propose targeted response measures.

The third is to carry out a direct inspection of the implementation of the national electricity price policy in key regions. Recently, the National Development and Reform Commission and related departments issued the "Notice on Clearing Preferential Electricity Prices for High-energy-Consumption Enterprises, etc." and "Notice on Immediately Organizing and Conducting a National Electricity Inspection," and asked all localities to immediately stop the implementation of high-energy-consumption enterprises. The ultra-preferential electricity tariffs, from June 1 onwards, will implement new high differential tariff policies for high-energy-consuming enterprises. In the near future, the Committee will organize 31 provinces, regions, and municipalities to take a cross-district approach with the relevant departments to conduct a comprehensive investigation of the implementation of electricity prices for high-energy-consuming enterprises and the implementation of on-grid electricity prices. The Committee will form an inspection team to conduct direct inspections on key energy-saving areas.

Fourth, supervise and urge key areas to formulate early warning and control plans in advance and start them at the right time. In regions where there are difficulties in accomplishing the goals, measures such as stopping production and limiting production of high-energy-consuming enterprises should be adopted.

Fifth, reasonable control of energy supply in key regions. At present, the Committee is working with relevant departments to study and formulate measures to reasonably control energy supply in areas where energy consumption and high energy-consuming industries grow too fast, and effectively change the phenomenon of open-door energy supply and uncontrolled use of energy.

Sixth, increase policy support in key regions. The use of central budgetary investment and special financial resources will provide key support for key provinces and regions in key projects for energy conservation and emission reduction, elimination of outdated production capacity, and energy conservation capacity building.
