"Exemption from inspection" is actually "free online inspection"
Article 11 of the Opinions stipulates that trials of non-operating cars and other vehicles shall be exempted from inspection within 6 years. From September 1st, 2014, the non-operating sedan and other small and micro passenger cars (except vans, 7 and 7 vehicles) will be exempted from inspection within 6 years. After the introduction of the new regulations, private cars can be inspected directly at the location of the vehicle, receive the inspection mark, cancel the previous inspection of the entrusted inspection at the registered vehicle management, and no longer need to run in two places or even more. go with.
The material submitted during the vehicle inspection was reduced
Article 7 of the Opinions stipulates that the procedures for inspection of motor vehicles shall be regulated. When applying for motor vehicle safety technical inspection, the owner of the motor vehicle must submit an application form, a motor vehicle driving license, and a motor vehicle insurance certificate. The inspection agency shall not increase or decrease the inspection items without tampering or forging the inspection data.

The public security traffic control department issues the inspection conformity mark according to the inspection conformity report issued by the testing agency. It also has the supervisory responsibility for the testing organization. If it is found that there are violations of the law, it should be punished.
According to the relevant provisions of the Law on the Prevention and Control of Atmospheric Pollution, the environmental protection department is responsible for the supervision of motor vehicle exhaust gas detection. Now exhaust gas detection is two modes. One mode is that our exhaust gas detection is set up separately and is different from safety inspection. It is specifically operated by the environmental protection department; there is also a separate environmental testing station and mechanism established in the vehicle safety technical inspection agency as a precondition for the safety inspection.
Government departments must be "decoupled" from inspection agencies
Article 3 of the Opinions stipulates that government agencies are prohibited from setting up inspection agencies. Government departments, subordinate institutions and social organizations such as public security and quality inspection shall not open inspection institutions. Public security police, quality inspection department staff, their children and spouses shall not participate in the operation of inspection agencies.
[Interpretation] Due to historical reasons, some local public security, quality inspection departments and subordinate units are still starting or participating in business inspection agencies, and they are criticized by the masses.
In this regard, the "Opinions" require comprehensive promotion of the socialization and marketization of inspection agencies. Public security, quality inspection and other government departments and subordinate enterprises, institutions and social organizations are not allowed to hold inspection agencies, public security police, quality inspection department staff and their children, The spouse shall not participate in the operation of the inspection agency in any form.

The "Opinions" gives a strict time limit - the public security and quality inspection departments at all levels will conduct a self-examination and clean-up of the inspection agencies of the departments and subordinate enterprises, institutions, social organizations and related personnel before September 30, 2014. Establish inspection responsibility traceability system

First, it is emphasized that the inspection agency bears legal responsibility for the inspection results, and indicates the name of the inspection agency on the inspection conformity mark, reflecting the traceability of responsibility. For the occurrence of death traffic accidents, strictly check the inspection of motor vehicles and seriously deal with violations of laws and regulations in accordance with the law.
The second is to change the supervision and management mode. From January 1, 2015, the traffic management department of the public security organ will withdraw the police stationed in the inspection agency, reduce the factor of car inspection, and conduct supervision and inspection through remote audit, on-site spot check, and file review.

Continue to implement the original inspection regulations before September 1
At present, the purchased model has reached the two-year inspection time but less than 6 years. Is it necessary to check it before the implementation of the new regulations?

It should be noted here that illegal records are not processed and inspection marks cannot be obtained. The premise of the vehicle receiving the inspection conformity mark is that the owner has no traffic violation record and can provide compulsory insurance for traffic accident liability and proof of vehicle and vessel tax.
How to judge whether the vehicle is exempt from inspection
Not all vehicles are exempt from inspection. Exemption from inspection is conditional. How do you judge whether the vehicle is exempt from inspection?

Remember 3 important time nodes

The vehicle that can be exempted from inspection is a private car registered on September 1, 2010, including the day of September 1. There are two cases here: if the registration date is after September 1, 2012, you can enjoy 2 times. After September 1, 2010, but registered between August 31, 2012, you can only enjoy one discount.
Private car 6 years exemption from inspection
Since the private car in 6 years was exempted from on-line inspection, some modified merchants saw the business opportunity, because the color of the previous vehicle change must be filed with the traffic control department. Regarding the question of whether the illegal inspection of the car will be brought up after the simplification of the vehicle inspection, the relevant person in charge of the Traffic Management Bureau of the Ministry of Public Security said that the Ministry of Public Security will increase the investigation of the roads for illegally modified vehicles.
