Five breakthroughs to promote the healthy development of the logistics industry

On August 2, the Ministry of Transport convened a video teleconference to promote the healthy development of the logistics industry. Minister Yang Chuantang attended the meeting and emphasized that we must resolutely implement the spirit of the important directives of the central leaders and the work arrangements of the State Council, earnestly implement the "Guiding Opinions on the Prosperous Development of the Logistics Industry in Transportation," and further raise awareness, unify ideas, take the initiative, and forge ahead. We will strive to achieve breakthroughs in five areas, solidly promote the healthy development of the logistics industry, and make greater contributions to the promotion of China's economic and social development.

Yang Chuantang pointed out that the healthy development of the transportation industry in promoting the logistics industry is a major strategic plan made by the Party's group in the new situation and a systematic plan for the development of transportation in the coming period. The cadres and workers of the whole industry must stand on a strategic level of better service, build a well-off society in an all-round way, and accelerate the development of the modern transportation industry. It is a profound understanding that promoting the healthy development of the logistics industry is an urgent requirement for China’s economic and social transformation and development, and a major responsibility for the transportation industry. It is a strategic choice to achieve transformation and upgrading of transportation.

Yang Chuantang stressed that transportation promotes the healthy development of the logistics industry. Let enterprises play a leading role in logistics development. The government pays more attention to creating a good market environment, improving policies and regulations, and providing basic public services. It is necessary to adhere to the industry and take the initiative to take the responsibility. It is necessary to play a good foundation and main role, but also to strengthen communication and coordination between departments to form a joint force. It is necessary to consistently plan and coordinate development and grasp key points. The key focus issues of "seeing, grasping, and managing" are accelerating and efforts are being made to achieve breakthroughs in the near future. We must persist in adjusting measures to local conditions, innovate development, and grasp characteristics. In accordance with the characteristics of logistics demand and the level of development, the work priorities of each region will be determined, and the development pattern with prominent characteristics and different advantages will be formed in each region.

Yang Chuantang pointed out that at present and for a period to come, the Ministry of Transport will focus on making breakthrough progress in five areas, and solidly promote the healthy development of the logistics industry.

The first is to speed up the construction of an integrated transport system, especially the construction of important transport corridors and logistics hubs. Accelerate the planning and construction of railways, highways, water transport and airports within the integrated transportation corridors such as the Yangtze River and the coast, speed up the study and put forward policies and measures to support the construction of logistics hubs, and optimize and strengthen the construction of transportation and transportation systems.

The second is to accelerate the development of multimodal transport. Actively carry out multimodal transport demonstration projects for coal, minerals, grain, and other important materials, and improve facilities and equipment standards, operational procedures, transportation organization, information exchange, joint transportation, laws and regulations as soon as possible.

The third is to speed up the construction of national and regional transportation and logistics public information platform. We will focus on solving the problems of basic standards, public software, and lack of interfaces to various platforms. We will formulate guidelines for the construction of printing and distribution platforms, implementation plans, and guidelines for the construction of regional exchange nodes as soon as possible.

The fourth is to accelerate the development of rural logistics, urban distribution and express delivery services. Exploring the development model and approach of rural logistics differentiation, researching and formulating guidelines for promoting the development of rural logistics, improving urban distribution management methods and related supporting policies, and supporting e-commerce and logistics cooperation and integration development.

The fifth is to accelerate the cultivation of dragon skull enterprises. Coordinating and coordinating with related departments, providing policy support for large-scale transportation companies to set up branch offices, adding operating outlets, etc., and formulating policies and measures to support the development of small and medium-sized logistics enterprise alliances as soon as possible.

Yang Chuantang requested that transportation authorities at all levels should take the promotion of the healthy development of the logistics industry as an important strategy for industrial transformation and upgrading, and improve service capabilities and levels. It should be on the agenda, strengthen leadership, coordinate arrangements, study policies, create an environment, typical approaches, and accumulation. Experience, dynamic tracking, assessment and summary, and efforts to ensure tangible results for all tasks.
