Two new regulations for boiler energy-saving technologies released

Recently, the General Administration of Quality Supervision, Inspection and Quarantine issued two energy-saving technical specifications, namely, "Regulations for the Supervision and Administration of Boiler Energy-saving Technologies" (hereinafter referred to as the "Regulations") and "Energy Efficiency Test and Evaluation Rules for Industrial Boilers" (hereinafter referred to as the "Test and Evaluation Rules"). Three work systems have been established for energy-saving supervision of high-energy-consuming special equipment and four test methods have been specified. The implementation of these two technical specifications will vigorously promote the full implementation of the current boiler energy conservation work.

As of the end of 2009, China has a total of 2.687 million high energy-consuming special equipment, including 609,000 boilers. With the economic development, the total number of high-energy-consuming special equipment grows at about 8% per year. According to the 2009 energy consumption data released by the National Bureau of Statistics, the total primary energy production in China in 2009 was 2.75 billion tons of standard coal and the total energy consumption was 3.066 billion tons of standard coal. According to the statistics of relevant agencies, China's boiler coal accounts for about 70% of the total coal consumption. However, at present, the average thermal efficiency of China's coal-fired industrial boilers is 10% to 15% lower than the international advanced level. Therefore, a unified energy efficiency test method and effective measures to improve the thermal efficiency of industrial boilers will achieve significant energy savings.

This time, the "Regulations" and "Test and Evaluation Rules" established the energy-saving review system for boiler design documents, the energy efficiency test system for boiler styling products, and the energy efficiency test system for boilers in use. Article 5 of the "Regulations" stipulates that the design of boilers and their systems shall comply with the requirements of the relevant national energy conservation laws, regulations, technical specifications and their corresponding standards. When appraising the boiler design documents, the relevant contents of energy conservation shall be checked. For design documents that do not meet the relevant requirements for energy conservation, no identification shall be made. In terms of energy efficiency testing, Article 27 of the "Procedure" requires the boiler manufacturing unit to submit the energy efficiency test report of the boiler product to the user. The energy efficiency test will be conducted by the boiler energy efficiency testing institute determined by the General Administration of Quality Supervision, Inspection and Quarantine in the future. It is reported that at present, the Special Equipment Bureau of the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) has announced a total of 33 industrial energy efficiency test facilities for 2 boilers. In the future, for mass-produced industrial boilers (referring to the same model, producing multiple units), the number of manufacturers should not exceed three units before the finalization tests are completed and the test results meet the requirements for energy efficiency. After batch-manufactured industrial boilers pass the finalized test, they do not need to be retested as long as there is no change in the boiler's energy efficiency. For non-mass production industrial boilers, type testing should be conducted within 6 months after installation. Faced with a large number of boilers in use, the “Regulations” also made corresponding provisions. Boiler-using units must conduct a regular energy efficiency test on the boilers in use every two years. The test work should be combined with the external inspection of the boilers, which shall be determined by the General Administration of Quality Supervision, Inspection and Quarantine. Energy efficiency testing institute.

After several discussions and comments, the four test methods involving the energy efficiency of boilers were also issued. These included thermal efficiency testing of boiler styling products, detailed thermal efficiency test of boiler operating conditions, simple thermal efficiency test of boiler operating conditions, and boiler and system operation. Energy efficiency evaluation. Among them, the thermal efficiency test of boiler shaped products is a thermal efficiency test for evaluating the energy efficiency of industrial boilers under rated conditions. The results of boiler test thermal efficiency in the scope of the Regulations shall not be lower than the limit values ​​specified in Annex A. For boilers outside the scope of the Regulations, the thermal efficiency results of the finalized tests shall not be lower than the design value. The boiler products of the power station are tested for energy efficiency in accordance with the requirements of the relevant standards, and the test results shall meet the requirements of the corresponding standards or user technical requirements.
